Some of these developments directly affect employers, company executives, business owners, and legal departments. Below is an overview of the most important changes that companies should take into account in their operations.<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>Labor Law and Employee Protection<\/strong><\/h3>\n<p>Starting from June 8, 2026, civil law contracts can no longer be used as a substitute for employment agreements. Amendments aimed at improving occupational safety, protecting employees&#8217; labor rights, and strengthening social protection have come into force. Civil law contracts may no longer be concluded with individuals if the actual relationship contains characteristics of employment. Such characteristics include:<\/p>\n<ol>\n<li>performing work in a specific profession or position;<\/li>\n<li>personal performance of work while being subject to the employer\u2019s internal regulations;<\/li>\n<li>receiving remuneration for the labor process rather than for a specific result.<\/li>\n<\/ol>\n<p>Any contract containing one or more of these characteristics will be recognized as an employment contract regardless of its title. Additional employee protections have also been introduced:<\/p>\n<ol>\n<li>employers are prohibited from dismissing single parents raising children under the age of 14 on the employer\u2019s initiative;<\/li>\n<li>independent mediators may participate in conciliation commissions;<\/li>\n<li>the composition of workplace accident investigation commissions has been expanded;<\/li>\n<li>an employee\u2019s degree of fault in workplace accidents is limited to 25%;<\/li>\n<li>collective bargaining agreements must include new mandatory provisions.<\/li>\n<\/ol>\n<p>Companies are advised to review existing civil law contracts, HR documentation, and collective agreements to minimize labor-related risks.<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>Tax Information and State Audit<\/strong><\/h3>\n<p>State revenue authorities will be allowed to transfer information protected by tax secrecy. As of June 2, 2026, new rules governing cooperation between state revenue authorities and external state audit bodies have entered into force. Information relating to taxpayers, including data protected by tax secrecy, may now be provided to external state audit authorities without obtaining the taxpayer\u2019s written consent. The deadline for providing such information is no more than 10 business days from the date of the request. Companies are advised to pay special attention to tax accounting and supporting documentation, as information exchange between government authorities is being expanded.<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>Business Activities<\/strong><\/h3>\n<p>In June 2026, the notification form for commencing or terminating business activities, as well as certain business-related actions, was updated. Businesses should ensure that the latest notification forms are used when registering new activities or making changes.<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>International Agreements<\/strong><\/h3>\n<p>Starting from June 1, 2026, a number of processes related to international agreements must be carried out through the electronic international agreements management system. These changes are particularly relevant for companies with foreign participation, international partners, and government contracts. The following processes will be handled electronically:<\/p>\n<ol>\n<li>approval of international agreements;<\/li>\n<li>legal examination of international agreements;<\/li>\n<li>registration and record-keeping of international agreements;<\/li>\n<li>interaction with the Ministry of Foreign Affairs of the Republic of Kazakhstan.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<h3><strong>Legal Entity Registration<\/strong><\/h3>\n<p>The Ministry of Justice of the Republic of Kazakhstan has amended the rules governing the state registration of legal entities. Legal entities are now prohibited from using the following in their names:<\/p>\n<ol>\n<li>official names of government authorities;<\/li>\n<li>names of state institutions;<\/li>\n<li>abbreviations or derivative designations that may be confused with government authorities or quasi-public sector entities.
