The amendments were approved by Order No. 454 of the Minister of Internal Affairs of the Republic of Kazakhstan dated 29 June 2026, introducing changes to the Rules governing the issuance of temporary and permanent residence permits.<\/p>\n<p>The updated provisions are aimed at improving the procedure for the provision of public services, clarifying the requirements for submitting documents, application review timelines, and cooperation between government authorities.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<h3><strong>Who Can Apply for a Temporary Residence Permit?<\/strong><\/h3>\n<p>The public service for obtaining a Temporary Residence Permit (TRP) is provided through the receiving party. The receiving party may be:<\/p>\n<ul>\n<li>~ citizens of the Republic of Kazakhstan;<\/li>\n<li>~ foreign nationals permanently residing in Kazakhstan;<\/li>\n<li>~ legal entities.<\/li>\n<\/ul>\n<p>A separate procedure applies to certain categories of applicants. For investment residents of the Astana International Financial Centre (AIFC) and their family members, the AIFC Administration acts as the receiving party.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<h3><strong>How to Submit an application<\/strong><\/h3>\n<p>Applications may be submitted through one of the following channels:<\/p>\n<ul>\n<li>~ territorial police departments;<\/li>\n<li>~ the State Corporation &#8220;Government for Citizens&#8221;;<\/li>\n<li>~ the eGov.kz portal using an electronic digital signature (EDS).<\/li>\n<\/ul>\n<p>In most cases, the personal presence of the applicant or an authorised representative acting under a power of attorney is required.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<h3><strong>Application Deadlines<\/strong><\/h3>\n<p>Foreign nationals and stateless persons who have reached the age of 16 must apply for a Temporary Residence Permit before the expiration of their lawful stay in Kazakhstan. If the period of lawful stay has already expired, the application may be submitted within <strong>10 calendar days<\/strong> after its expiration. In certain cases where a foreign national has been held administratively liable for violating migration legislation, the application may be submitted within <strong>15 calendar days<\/strong> from the date of administrative liability.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<h3><strong>Government Verification Procedures<\/strong><\/h3>\n<p>During the review of the application, the authorised authorities conduct a comprehensive verification of the applicant&#8217;s information, including:<\/p>\n<ol>\n<li>records of border crossings through the Berkut Unified Information System;<\/li>\n<li>criminal record checks;<\/li>\n<li>wanted person database checks;<\/li>\n<li>verification of restrictions and obligations through the databases of the Ministry of Internal Affairs and the Prosecutor General&#8217;s Office;<\/li>\n<li>verification of the Individual Identification Number (IIN);<\/li>\n<li>confirmation of mandatory fingerprint registration;<\/li>\n<li>verification of employment contract information through the Unified Employment Contract Registration System.<\/li>\n<\/ol>\n<p><strong>\u00a0<\/strong><\/p>\n<h3><strong>Who Is Eligible to Apply?<\/strong><\/h3>\n<p>According to the updated Rules, applications may be submitted by foreign nationals who entered Kazakhstan on a permanent residence visa, hold a multiple-entry investor visa, entered Kazakhstan on a visa issued for representatives of in-demand professions, are staying in Kazakhstan under a visa-free regime, have refugee status, are ethnic Kazakhs (Kandas), regardless of the type of visa obtained.<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>Application Review Procedure<\/strong><\/h3>\n<p>After the documents are accepted, the territorial police authorities conduct a step-by-step review of the application. The procedure includes the following stages:<\/p>\n<ol>\n<li>within 2 calendar days, the applicant&#8217;s information is entered into the information systems and a personal file is created;<\/li>\n<li>within 5 calendar days, the application materials are forwarded to the Migration Service Department of the Police Department;<\/li>\n<li>within 7 calendar days, requests are sent to the bank to verify financial solvency documents, checks are carried out through the databases of the Ministry of Internal Affairs and the Committee on Legal Statistics and Special Records of the Prosecutor General&#8217;s Office, and the application materials are forwarded to the national security authorities through the Berkut system. Coordination with the National Security Committee is completed within 25 calendar days;<\/li>\n<li>after all responses have been received, a decision to issue or refuse the permit is made within 10 calendar days;<\/li>\n<li>the applicant is notified in writing of the decision within 3 calendar days.<\/li>\n<\/ol>\n<p><strong>\u00a0<\/strong><\/p>\n<h3><strong>Revocation of the Permit<\/strong><\/h3>\n<p>If legal grounds exist, the competent authority may revoke the residence permit. Following revocation, the foreign national must leave the territory of the Republic of Kazakhstan within 30 calendar days. For this period, a Temporary Residence Permit is issued solely for the purpose of departure from Kazakhstan.<\/p>\n<p>A new application for a permanent residence permit may be submitted no earlier than one year after the date of refusal or revocation of the previous permit. Decisions and actions of public officials may be appealed in accordance with the legislation of the Republic of Kazakhstan.
