New Statistical Reporting Forms in Kazakhstan<\/strong><\/h2>\n

Kazakhstan has updated the requirements in the field of statistical reporting affecting employers, government organizations, and authorized bodies. The amendments concern statistical forms on labor and employment, reports on organizational structures, staffing, and personnel, as well as new rules for submitting statistical data in the field of pension and social security. Most of the changes have already entered into force, while certain provisions will become effective on January 1, 2027.<\/p>\n

\u00a0<\/strong><\/p>\n

Updated Statistical Forms on Labor and Employment<\/strong><\/h3>\n

By the Order of the Head of the Bureau of National Statistics, amendments have been introduced to Order No. 34 dated September 7, 2020. The document approves new editions of national statistical observation forms on labor and employment statistics, together with updated instructions for their completion.<\/p>\n

\u00a0<\/strong><\/p>\n

Annual Form 1-T “Labor Report”<\/strong><\/h3>\n

The updated version of Form 1-T “Labor Report” has been approved. The report must be submitted by:<\/p>\n

    \n
  1. legal entities;<\/li>\n
  2. branches and representative offices if they have been delegated the authority to submit statistical reports;<\/li>\n
  3. organizations of all types of economic activity employing more than 100 employees;<\/li>\n
  4. organizations employing up to 100 employees, except those submitting the annual statistical form 2-MP “Small Enterprise Activity Report.”<\/li>\n<\/ol>\n

    The submission deadline is no later than February 12 (inclusive) following the reporting year.<\/p>\n

    Employers are advised to review their internal HR records in advance to ensure compliance with the updated reporting requirements, as the structure of certain indicators has been revised.<\/p>\n

    Introduction of the New T-001 Form<\/strong><\/h3>\n

    Beginning January 1, 2027, a new monthly statistical form will be introduced: T-001 “Sample Employment Survey Questionnaire.”<\/p>\n

    This form will be used for national sample surveys of employment and will provide more up-to-date information on the labor market. Organizations selected to participate in these surveys will be required to use the new form and comply with the approved completion instructions.<\/p>\n

    Changes to the Instructions on Organizational Structure, Staffing, and Personnel Reports<\/strong><\/h3>\n

    The Ministry of Finance of the Republic of Kazakhstan has approved a new edition of the Instructions for preparing reports on organizational structure, staffing, and personnel. The amendments entered into force on July 1, 2026.<\/p>\n

    Key Changes<\/strong><\/h3>\n

    The document introduces editorial and organizational amendments:<\/p>\n

      \n
    1. throughout the Instructions, the word “tenge” has been replaced with “\u0442\u0435\u04a3\u0433\u0435”;<\/li>\n
    2. wording relating to the administrative-territorial units of the Republic of Kazakhstan has been updated;<\/li>\n
    3. reporting forms have been revised.<\/li>\n<\/ol>\n

      The following documents have been approved in a new edition:<\/p>\n

        \n
      1. Report on Organizational Structure, Staffing, and Personnel;<\/li>\n
      2. Consolidated Report on Organizational Structure, Staffing, and Personnel;<\/li>\n
      3. Consolidated List of Organizational Structure, Staffing, and Personnel Indicators.<\/li>\n<\/ol>\n

        These amendments are intended to standardize reporting by government organizations and improve the quality of statistical data.<\/p>\n

        What the New Rules Regulate<\/strong><\/h3>\n

        The Rules establish a unified procedure for preparing and submitting statistical information in the field of pension and social security. The document defines:<\/p>\n

          \n
        1. the procedure for generating administrative data;<\/li>\n
        2. the list of statistical reporting forms;<\/li>\n
        3. reporting deadlines;<\/li>\n
        4. methods for submitting information to government authorities.<\/li>\n<\/ol>\n

          The State Corporation “Government for Citizens” is required to submit statistical reports to the Ministry of Labor and Social Protection of the Republic of Kazakhstan using the administrative reporting forms approved by the appendices to the Rules. A total of 48 administrative reporting forms have been approved.<\/p>\n

          Deadlines for Statistical Reporting<\/strong><\/h3>\n

          The submission deadline for each reporting form is specified on its title page. If the reporting deadline falls on a weekend or public holiday, the due date is automatically extended to the next working day in accordance with the Labor Code of the Republic of Kazakhstan.<\/p>\n

          The Rules provide two methods for submitting statistical reports.<\/p>\n
