Changes to the Procedure for Signboard Approval in Kazakhstan from October 2026 <\/strong><\/h2>\n

From October 1, 2026, new Rules for the provision of the public service for approving the placement of signboards are in effect in Kazakhstan. They establish the procedure for applying to local executive bodies, the list of required documents, processing timelines, and grounds for refusal. The changes are relevant to companies and entrepreneurs planning to place a signboard at their place of business. Businesses should take the established procedure and design requirements into account in advance to obtain approval within the prescribed timeframe.<\/p>\n

Procedure for Signboard Placement<\/strong><\/h3>\n

Under Article 21 of the Law of the Republic of Kazakhstan \u201cOn Languages,\u201d a notification must be submitted to the local executive body at least five business days before the intended date of signboard placement. The notification must be accompanied by information on the proposed location and a design of the signboard. If the local executive body identifies any issues, it may provide written and reasoned comments, which must be addressed before the signboard is placed. If no response is received within four business days from the date the notification is received, the applicant may place the signboard within the stated timeframe.<\/p>\n

What Is Considered a Signboard<\/strong><\/h3>\n

A signboard contains information about the name and type of activity of an individual or legal entity, including means of identification. It may be placed within the entrance area of a building, according to the number of entrances, at the entrance to the enclosed premises occupied by the entity, as well as on the roofs and facades of buildings, extensions, and temporary structures. The signboard must be located at the actual place where the person or entity is located, goods are sold, work is performed, or services are provided.<\/p>\n

Where to Apply for Approval<\/strong><\/h3>\n

The public service is provided by local executive bodies. In cities of republican significance and the capital, approval is handled by the respective city akimats. In cities of regional and district significance, villages, and settlements, the service is provided by the akimats of cities of regional significance and districts. An application may be submitted through the service provider\u2019s office or electronically via the eGov.kz portal. The public service is provided free of charge.<\/p>\n

Required Documents<\/strong><\/h3>\n

When applying through the service provider\u2019s office, the applicant must submit an application in the prescribed form, a signboard design, and an identity document or an electronic document from the Digital Documents service. The application must include the IIN or BIN, contact telephone number, address, name of the locality, and the address where the signboard will be placed. Consent to the collection and processing of personal data must also be provided. When applying through eGov.kz, the application is submitted electronically and signed with an electronic digital signature (EDS). An electronic copy of the signboard design must be attached. Information from the applicant\u2019s identity document is obtained independently by the service provider through government digital systems.<\/p>\n

Signboard Approval Timeline<\/strong><\/h3>\n

The documents are reviewed within four business days from the date of their acceptance. Documents submitted after business hours, on weekends, or on public holidays are deemed accepted on the next business day. Following the review, the applicant receives either approval of the signboard design or a reasoned refusal.<\/p>\n

Signboard Design Requirements<\/strong><\/h3>\n

When reviewing an application, the authorized body verifies the accuracy of the submitted documents and their compliance with the Law of the Republic of Kazakhstan \u201cOn Languages\u201d and the applicable Rules. Signboards of non-governmental organizations must be displayed in the state language. If necessary, the information may also be presented in Russian and\/or other languages. Trademarks protected in the Republic of Kazakhstan must be displayed on signboards in their original form without alteration.<\/p>\n

Grounds for Refusal<\/strong><\/h3>\n

Approval may be refused if the submitted documents or information are inaccurate, if the applicant or submitted materials do not comply with the requirements of language legislation, or if a negative response is received from the authorized government body following an approval request, expert examination, study, or inspection. Approval may also be refused if there is a legally effective court decision prohibiting the applicant\u2019s activities or certain types of activities, a court decision depriving the applicant of a special right related to receiving the service, or if the required consent to access restricted personal data has not been provided.<\/p>\n

How to Appeal a Refusal<\/strong><\/h3>\n

A complaint may be submitted to the service provider and\/or the official whose decision or action is being appealed. Within three business days, the complaint and the administrative case must be forwarded to the authority responsible for reviewing the complaint. This is not required if, within that period, the service provider makes a decision that fully satisfies the applicant\u2019s claims. The service provider must review the complaint within five business days, while the authority responsible for reviewing the complaint has 15 business days. An application to the court may be made after completion of the pre-trial appeal procedure in accordance with the applicable legislation. The new procedure establishes uniform requirements for obtaining the public service for signboard approval. Companies opening new locations or planning to install or change a signboard should prepare the design and required documents in advance and take the established processing timelines into account.<\/p>\n
