On April 20, 2026, Kazakhstan announced significant changes to its migration policy aimed at attracting qualified specialists and investors, as well as increasing transparency in migration processes.

Simplification of Entry and Business Support

As part of the reform, procedures have been significantly simplified for:

– entry into the country
– visa processing
– obtaining permits

Special attention is given to investors and entrepreneurs. They are offered:

– special visa regimes
– expedited application processing

Priority Categories of Specialists

Simplified conditions apply to highly qualified specialists in the following fields:

– IT (including AI engineers and system architects)
– healthcare (neurosurgeons, oncologists)
– creative industries
– natural sciences
– engineering

Since the beginning of 2026, the following have been issued:

– over 5.1 thousand permits for in-demand specialists
– around 75 thousand permits for labor migrants

Labor Market Regulation and the EAEU

Citizens of EAEU countries (Armenia, Belarus, Kyrgyzstan, Russia) retain the right to work freely without permits. For citizens of other countries, a quota system applies:

– quota for foreign workforce — 23.6 thousand people
– quota for labor migrants — 221.8 thousand people

New Digital Approach to Residence Permits and Citizenship

One of the key updates is the revised mechanism for obtaining permanent residence and citizenship.

The new process includes:

verification of basic knowledge of the state language
analysis of application data using digital scoring
checks by authorized bodies
final interview
