Kazakhstan: New Immigrant Registration Rules from July 1, 2026 | FChain

New Rules for Immigrant Registration in Kazakhstan

Starting July 1, 2026, updated requirements for the registration of foreign nationals will come into force in Kazakhstan. The new rules were approved by the Order of the Minister of Internal Affairs of the Republic of Kazakhstan dated November 17, 2025, No. 923, and are aimed at simplifying procedures, increasing transparency, and digitalizing migration accounting.

Foreign citizens entering Kazakhstan under a visa-free regime for up to 90 days are now required to register with the internal affairs authorities no later than 30 days after crossing the border. This change is especially important for those planning long-term stays, studies, business trips, or private visits.

How Registration Works Under the New Rules

Foreign nationals can now submit their information independently through the Information System of the Migration Police (IS MP). To register, they must provide:

  • Full name
  • Date of birth
  • Passport details
  • Information about the person providing accommodation
  • Address of temporary residence

After the data is submitted, the property owner receives a notification in the mobile application and must confirm their consent to the registration. Once confirmed, an electronic registration certificate is automatically generated in the immigrant’s personal account.

This digital format makes the process faster and more convenient, reducing the need for in-person visits to government offices.

Grounds for Refusal of Registration

The rules specify cases in which registration may be denied:

  • Providing inaccurate information
  • Violating permitted stay terms
  • The property owner refusing to confirm accommodation

It is important to consider these factors in advance to avoid fines and issues with migration accounting.

Registration When Changing Address

If a foreign national changes their place of residence, they must re-register within five working days. Deregistration from the previous address occurs automatically — one of the innovations that significantly improves the process.

Registration is allowed in:

  • Private houses and apartments
  • Hotels
  • Dormitories
  • Sanatoriums
  • Other residential premises
