Opening of Bank Accounts: Amendments Introduced
By the Resolution of the National Bank of the Republic of Kazakhstan dated December 31, 2025, amendments were introduced to the Rules for opening, maintaining, and closing bank accounts of clients, as well as to the Rules for conducting non-cash payments and money transfers within the territory of the Republic of Kazakhstan. The document comes into force on January 11, 2026. The purpose of the amendments is to enhance the transparency of financial operations, ensure proper separation of personal and professional payments, and clarify the requirements for account opening and payment procedures in certain cases, including grant financing.
Updated Requirements for Opening a Bank Account by an Individual
When opening a bank account, an individual client is required to submit an application indicating that no transactions related to entrepreneurial activity, activities under a special tax regime for the self-employed, notarial activity, advocacy, enforcement of executive documents, or dispute resolution through mediation will be conducted via the bank account, unless such conditions are provided for in the bank service agreement between the client and the bank.
Thus, when opening an account, the bank requires confirmation of the intended purpose of the account and the absence of certain types of activities, unless otherwise agreed in advance under the terms of service.
Special Procedure for the Self-Employed
When an individual opens a current account to carry out activities under the special tax regime for the self-employed, the client (a citizen or kandas) must provide the bank with an identity document, as well as an application for opening a self-employed account under the special tax regime in accordance with Chapter 77 of the Tax Code of the Republic of Kazakhstan. In practice, this establishes a defined list of documents required for the proper opening of a self-employed account, taking into account the applicable tax regime.
Changes in Non-Cash Payments
The Rules for conducting non-cash payments and money transfers within the territory of the Republic of Kazakhstan have been supplemented with a new provision. In cases of grant financing for projects aimed at the commercialization of results of scientific and scientific-technical activities, payments from a current account in escrow mode opened in the name of the grant recipient shall be made to the bank account of the counterparty (contracting party) based on the agreement concluded between them.
