TRP processing: verification of foreigners via the ULCS

 

By Order of the Minister of Internal Affairs of the Republic of Kazakhstan dated March 6, 2026 No. 166, amendments were introduced to the Rules for issuing temporary and permanent residence permits to foreigners and stateless persons. The document comes into force on March 24, 2026.

 

Changes in TRP application deadlines

Previously, for certain categories of foreigners (who reached the age of 16), a strict deadline applied — no later than 10 calendar days after reaching that age.

Now the procedure has become more flexible:

An application for a TRP can be submitted:

• before the expiration of the legal stay in Kazakhstan, or
• no later than 10 calendar days after the expiration of the permitted stay

If the deadline is missed:

• documents may be submitted within 15 calendar days after being held administratively liable (if the violation is not related to deportation)

 

New checks: control via ULCS

A key change concerns document verification.

Applications will now additionally include checks of:

• the presence and correctness of the employment contract in the Unified Labor Contract System (ULCS)
• compliance of employer data with the system records

Previously, such control was not formally included in the rules.

 

Updated list of documents

The list of required documents and information requested from applicants has also been updated. This implies stricter control and the need for full data accuracy.

 

What this means for employers and foreign employees

The new rules strengthen control over:

• official employment of foreign nationals
• accuracy of data in government systems
• compliance with stay deadlines

Errors in ULCS or late submission may now lead to refusals or administrative liability.
