Digital Services for Businesses in Kazakhstan

Kazakhstan continues to develop digital services for entrepreneurs. In 2026, the Unified Entrepreneur Personal Account (UEPA) pilot project was launched to provide access to government support measures through a single digital channel. At the same time, the Rules for the use of the special mobile application for individual entrepreneurs were amended, including provisions related to authorization, income accounting, and tax reporting. These developments cover different areas of interaction between businesses and government information systems: the UEPA is designed for submitting applications for government support measures, while the special mobile application enables individual entrepreneurs to record income, calculate taxes and social payments, maintain employee records, and submit tax returns.

 

Unified Entrepreneur Personal Account

The Unified Entrepreneur Personal Account pilot project enables entrepreneurs to apply for government support measures through a single-window system. The new service is a subsystem of e-Minfin and is integrated with the Bgov Unified Business Support Portal and the eGov Business digital government web portal. This integration provides entrepreneurs with access to government support measures without the need to navigate to external information resources operated by the respective service providers. After authorization in the UEPA, users can access individual and legal entity profiles, provided they have the appropriate authority. Users can switch between these profiles without having to log in again. The Government Support Measures section allows users to search for services, filter them by category and operator, and review the applicable conditions and the list of required documents.

 

Submitting and Reviewing Applications through the UEPA

When an application is submitted, the system automatically performs preliminary checks and scoring. If the checks are successfully completed, an electronic application form becomes available to the entrepreneur. Where the necessary integrations are available, some documents are generated automatically based on data from digital government resources. This reduces the amount of information that users need to enter manually. Once the application has been signed using an electronic digital signature, it is transferred to Bgov through system integration. Entrepreneurs can use their personal account to track the status of their application, review its processing history, and view the decisions made. The results of the review are also delivered through the UEPA. Depending on the decision, these may include a reasoned refusal, a notification of approval, or drafts of the required documents. The pilot project was introduced by Joint Order No. 184 dated August 24, 2026, of the Deputy Prime Minister – Minister of National Economy of the Republic of Kazakhstan and the Acting Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan. The Order entered into force on the date of its signing, and the pilot project will operate for 12 months.

 

Changes to the Special Mobile Application for Individual Entrepreneurs

Another area of digitalization concerns the special mobile application for individual entrepreneurs. Amendments have been introduced to the Rules governing its use, clarifying the procedures for user authorization, income accounting, and tax reporting. In particular, the definition of authorization has been updated. It is now defined as the process of verifying a user’s credentials and determining their access rights to digital resources in accordance with established security policies. At the same time, the main functions of the special mobile application for entrepreneurs remain unchanged. The application provides for the registration of individual entrepreneurs, income accounting, automatic calculation of taxes and social payments, employee records, and the submission of tax returns.

 

Income Accounting through the Mobile Application

As before, income in the special mobile application is generated automatically based on receipts issued through the application itself, cash register receipts received from fiscal data operators, as well as amounts transferred to bank accounts. Bank account receipts are recorded subject to the user’s consent to the disclosure of banking secrecy and the availability of the relevant integration. Users can also continue to enter income amounts manually. One of the amendments is terminological: the previously used term “information systems of second-tier banks” has been replaced with “digital systems of second-tier banks.”

 

Preparation of Tax Returns

The amendments also clarify the procedure for the preliminary preparation of tax returns. A simplified tax return is automatically pre-filled based on information available in the digital systems of the state revenue authorities. Entrepreneurs retain the ability to review the information and supplement it, where necessary, before submitting the return. Thus, the main principles governing the operation of the special mobile application remain unchanged, while the amendments primarily update the terminology used and reflect the continued development of digital interaction between taxpayers and government systems. The amendments were introduced by Order No. 606 of the Minister of Finance of the Republic of Kazakhstan dated September 8, 2026, and will take effect on September 21, 2026.
