Quotas for Foreign Labor in 2026 Have Been Revised

 

The Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan has introduced amendments to Order No. 397 dated December 12, 2025, regulating quotas for attracting foreign labor in 2026.

The adjustments affected two key areas:

• ~ attraction of foreign workers through employers;
• ~ labor immigration in general.

 

What has changed

In the original version of the document, the following quotas were established:

• ~ 0.25% — for employers obtaining permits through local executive bodies;
• ~ 2.9% — for attracting labor immigrants.

According to the updated version:

• ~ the quota for employers has been increased to 0.3%;
• ~ the quota for labor immigrants has been reduced to 2.85%.

 

What this means for business

The changes reflect a shift in migration policy priorities:

• * The increase in the employer quota indicates a growing demand for qualified foreign specialists hired through official permit procedures.
• * The decrease in the overall labor immigration quota reflects an effort to more precisely control the total volume of migration.

When the changes take effect

The amendments were approved by Order No. 153 of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated April 24, 2026, and will come into force on May 10, 2026.
