New Measures to Attract Foreign Specialists
Kazakhstan is taking an important step toward building a modern and competitive economy by launching new mechanisms to attract highly qualified foreign specialists. These initiatives are being implemented within the framework of the Presidential Decree of the Republic of Kazakhstan aimed at increasing the country’s openness to talent, investors, and entrepreneurs.
The Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan has developed a draft law предусматривающий a large-scale modernization of migration legislation. The main goal of the reforms is to create a transparent and efficient system for attracting in-demand specialists based on the real needs of the labor market.
Priority Focus — In-Demand Professions
One of the key innovations will be the Government-approved list of priority professions for which Kazakhstan plans to actively attract foreign specialists.
These professions primarily include sectors currently experiencing the greatest labor shortages:
- information technology;
- healthcare;
- education;
- culture;
- energy;
- nuclear industry;
- biotechnology and genomic medicine;
- water resources and irrigation;
- nuclear energy and other strategic industries.
In addition, the Ministry of Labor is already working on expanding the list of in-demand professions from 51 to 174 specialties.
This approach will not only help address labor shortages but also facilitate the transfer of international expertise and technologies into Kazakhstan’s economy.
Transparent Conditions for Foreign Specialists and Employers
The new draft law introduces clearer and more transparent mechanisms for employing foreign nationals through employer invitations.
For businesses, this means:
- simplified procedures for hiring specialists;
- reduced administrative barriers;
- faster recruitment for shortage occupations;
- enhanced international competitiveness.
For foreign professionals, Kazakhstan is becoming a more attractive destination for long-term career development and quality living.
Expansion of the “Golden Visa” Program
Special attention is being given to expanding the “Golden Visa” program.
Under the new initiatives, foreign specialists may apply for long-term resident status (Resident ID) after a specified period of employment in Kazakhstan.
This status provides significant benefits, including:
- tax incentives;
- access to financial services;
- expanded healthcare and education opportunities;
- the right to work outside quota restrictions;
- more comfortable conditions for long-term residence.
