Legal entities in Kazakhstan that are subject to state statistical reporting requirements must submit Form 1-T “Labour Report” for the second quarter of 2026 by July 12, 2026. Failure to submit the statistical report on time or the submission of inaccurate statistical data may result in administrative liability. Employers are therefore advised to verify whether they are required to submit the report and prepare the necessary information in advance.
Who Must Submit Form 1-T
Form 1-T “Labour Report” must be submitted by:
- ~ legal entities and their structural or separate subdivisions engaged in all types of economic activities;
- ~ organizations employing more than 100 employees;
- ~ organizations with up to 100 employees that are not required to submit the quarterly statistical Form 2-MP “Small Enterprise Activity Report.”
Therefore, the obligation to submit Form 1-T depends not only on the number of employees but also on the statistical reporting obligations applicable to the organization.
Why It Is Important to Check Whether Your Company Is Included in the Survey
The state statistical authorities may update or revise the lists of reporting entities without providing separate notifications. For this reason, employers are encouraged to regularly check the current survey lists and verify whether their organization is required to submit Form 1-T for the relevant reporting period. Regular verification helps prevent missing the reporting deadline due to the absence of an individual notification.
How to Submit the Report
Statistical reports are submitted electronically through the Respondent’s Cabinet within the online statistical reporting system. To access the system, organizations must have:
- ~ registration in the system;
- ~ a valid Electronic Digital Signature (EDS);
- ~ authentication credentials issued through the National Certification Authority of the Republic of Kazakhstan.
Electronic submission simplifies communication with the statistical authorities and allows reports to be filed without visiting government offices.
Liability for Late Submission
The legislation of the Republic of Kazakhstan establishes administrative liability for violations related to the submission of primary statistical data.
According to Article 497 of the Code of Administrative Offenses of the Republic of Kazakhstan, liability may arise for:
- ~ failure to submit statistical reports within the established deadline;
- ~ submission of inaccurate primary statistical data.
The first submission of inaccurate statistical data results in an official warning.
Failure to submit statistical reports on time may result in the following fines:
- individuals — 10 Monthly Calculation Indexes (MCI);
- officials, non-profit organizations, and small businesses — 14 MCI;
- medium-sized businesses — 20 MCI;
- large businesses — 120 MCI.
Repeated violations within one year after an administrative penalty has been imposed may result in increased fines:
- individuals — 14 MCI;
- officials, non-profit organizations, and small businesses — 20 MCI;
- medium-sized businesses — 40 MCI;
- large businesses — 150 MCI.
Considering the significant penalties, employers are advised not to postpone the preparation of statistical reports until the last day.
Recommended Actions for Employers
Before the reporting deadline, organizations should:
- verify whether they are included in the list of reporting entities;
- ensure that their Electronic Digital Signature (EDS) is valid;
- prepare employment and workforce information;
- review the report for accuracy before submission;
- submit Form 1-T no later than July 12, 2026.
Timely preparation helps avoid technical issues, system overload near the deadline, and potential administrative penalties.
