Changes to Workforce Event Recording in HR Enbek

Since July 27, 2026, employers in Kazakhstan have had access to additional options for recording workforce events on the HR Enbek portal. The system now allows employers to record new types of temporary employee absence and specify rotational work arrangements when registering an employment contract. This update is important for companies that manage HR records through HR Enbek and submit information to the Unified Employment Contract Registration System. Employers are advised to keep employee data up to date so that the information in the system accurately reflects actual workforce events.

 

What Workforce Events Can Now Be Recorded in HR Enbek?

The section previously titled “Social Leave” has been renamed “Leave / Temporary Release from Work.” At the same time, the range of workforce events that employers can record in this section has been expanded.

In addition to social leave, employers can now record:

  1. annual paid leave;
  2. suspension from work;
  3. release from work duties during the performance of military duties and participation in military training;
  4. release from work during the performance of state and public duties.

 

Rotational Work Arrangements can now be specified in HR Enbek

Another change concerns the registration of employment contracts. A “rotational work arrangement” category has been added to the “Employment Type” directory. Employers that engage employees under rotational work arrangements can now specify this format when submitting employment contract information. For companies using this form of work organization, the update allows employment information to be reflected more accurately in the system.

 

Why Should Employers Record Temporary Employee Absences?

Since July 27, 2026, employers have been able to record new types of temporary employee absence from the workplace. This functionality helps correctly account for situations in which employment contract information may differ from mandatory pension contribution data when employer notifications are generated. For example, an employee may remain employed by the company while temporarily not performing their work duties for a certain period. Recording the relevant workforce event makes it possible to reflect this situation in HR Enbek. Employers are advised to update employee information on the portal in a timely manner so that the data corresponds to actual workforce events.

 

What Information Must Employers Submit to the UECRS?

The Unified Employment Contract Registration System serves as a centralized repository of employment contract information. Through the HR Enbek portal, employers submit information on employee hiring, changes to employment relationships, and termination of employment contracts. The employer’s obligation to submit information on the conclusion and termination of employment contracts, as well as amendments and additions to them, is established by Subparagraph 27 of Paragraph 2 of Article 23 of the Labor Code of the Republic of Kazakhstan. Since March 12, 2026, administrative liability has applied for violations of the established procedure and deadlines for submitting such information. Employers therefore need not only to prepare their internal HR documentation correctly but also to ensure that the required information is reflected in the system in a timely manner.

The expanded functionality of HR Enbek makes the accuracy and relevance of workforce data even more important. Companies should incorporate the new system capabilities into their HR processes and ensure that employee information corresponds to the actual circumstances. Particular attention should be paid to employees who are on leave or temporarily released from their work duties, as well as employees working under rotational arrangements. Accurate recording of these workforce events helps keep information in HR Enbek up to date and account for justified discrepancies between employment contract data and mandatory pension contribution information.
