On April 8, 2026, the Mazhilis of the Parliament of the Republic of Kazakhstan approved in the second reading a draft law aimed at improving labor legislation. The initiative was developed by Members of Parliament and is focused on enhancing the protection of workers’ rights and improving labor relations regulation.

 

Key Changes

The proposed amendments cover several important aspects of the labor sphere:

  1. Protection of Honor and Dignity of Employees

The legislation proposes to introduce provisions aimed at protecting the honor and dignity of employees. This will strengthen legal guarantees and help prevent discrimination and unfair treatment in the workplace.

  1. Clarification of the Last Working Day

The procedure for determining the last working day will be clarified in cases where it coincides with a period of temporary disability or social leave. This will eliminate legal ambiguities and reduce disputes between employees and employers.

  1. Payment for Medical Examinations

The draft law provides for payment for the time spent by employees undergoing pre-shift medical examinations. The amount will be determined by a collective agreement or the employer’s internal regulations.

  1. Notification of Changes in Working Conditions

Employers will be required to notify employees in writing of any changes in working conditions, increasing transparency and protecting employees from unexpected changes.

  1. Termination of Employment Contracts

The amendments clarify the procedure for termination at the employee’s initiative, including:

  • determination of the termination date,
  • specifics for materially responsible employees,
  • procedures for completing the transfer of property and documentation.
  1. Training of Labor Inspectors

State labor inspectors will be required to regularly upgrade their qualifications in:

  • labor relations,
  • occupational safety and health,
  • social partnership.

The rights of occupational safety technical inspectors will also be expanded.

  1. Screening Medical Examinations

The draft law introduces digital interaction between medical organizations, employees, and employers:

  • medical institutions will notify employees about required screenings,
  • employers will receive information about employees subject to screenings,
  • employers must ensure employees undergo such examinations.
